Annual Meeting Voting: How to Integrate Online Voting with Your AGM

The Annual Meeting Dilemma

Annual general meetings (AGMs) are the cornerstone of organizational governance. They’re where boards report to members, budgets are approved, leadership is elected, and major decisions are ratified. But attendance at AGMs has been declining for decades across virtually every type of organization — nonprofits, cooperatives, HOAs, professional associations, and membership organizations of all kinds.

The result: critical governance decisions are made by a tiny fraction of the membership. A 500-member organization where 40 people attend the AGM has 8% participation in decisions that affect everyone.

Online voting doesn’t replace the annual meeting — it supercharges it. By separating the voting function from the meeting attendance requirement, organizations can achieve much higher participation while preserving the AGM as a valuable community event.

Three Models for AGM + Online Voting

Model

How It Works

Best For

Pre-Meeting Voting

Online voting opens 7-14 days before the AGM. Results are announced at the meeting.

Organizations where most members can’t attend in person

Real-Time Meeting Voting

Online voting opens during the AGM itself. Attendees and remote members vote simultaneously.

Organizations with large remote membership and strong virtual capabilities

Extended Hybrid

Voting opens before the meeting, runs through the meeting, and stays open for a few days after.

Maximum participation — captures all member segments

Model 1: Pre-Meeting Online Voting

This is the most common and simplest approach:

  1. Set up the election in ElectionChamp with all ballot questions (board election, bylaw amendments, budget approval, etc.)
  2. Open voting 7-14 days before the scheduled AGM
  3. Send reminders at regular intervals throughout the voting period
  4. Close voting the evening before or morning of the AGM
  5. At the AGM, present the results to attendees — download the results from ElectionChamp’s dashboard
  6. If bylaws require a vote at the meeting itself, the pre-meeting results serve as the official tally

This model works well because it separates voting (which can be done in 2 minutes on a phone) from the meeting experience (which provides community, discussion, and accountability).

Model 2: Real-Time Voting During the AGM

For organizations that want voting to happen during the meeting — whether in-person, virtual, or hybrid:

  • Set the election start time to coincide with the meeting’s voting segment
  • Share the voting link or QR code at the meeting so all attendees can access the ballot on their phones
  • Remote attendees via Zoom or other video platform receive the same link simultaneously
  • Distribute Manual Keys to any attendees without smartphones
  • Display the participation dashboard on screen so attendees can watch turnout in real time
  • Close voting when the chair calls the vote complete — use the “Close Election Early” feature

Model 3: Extended Hybrid (Maximum Participation)

This model maximizes participation by keeping the voting window open throughout the entire process:

  1. Open online voting 7-10 days before the AGM to capture early voters
  2. During the AGM, encourage remaining voters to cast their ballots — share the link, display QR codes, provide Manual Keys
  3. Keep voting open for 2-3 days after the AGM to capture members who were reminded by the meeting discussion but couldn’t vote at the time
  4. Close voting and announce final results via email to all members

This approach typically achieves the highest participation because it accommodates every member’s preferred timing and method.

Managing Quorum

Many organizations require a quorum of member participation for AGM votes to be valid. Online voting dramatically improves quorum achievement:

  • Monitor real-time participation on the ElectionChamp dashboard throughout the voting period
  • If quorum isn’t yet met as the AGM approaches, send targeted reminders to non-voters
  • During the AGM, announce the current participation count and encourage attendees to vote if they haven’t
  • If your bylaws tie quorum to meeting attendance (not voting), check whether online votes count toward that quorum — you may need a bylaw amendment

Handling Motions from the Floor

One challenge with pre-meeting voting is accommodating motions or amendments that arise during the AGM. Strategies:

  • For predictable items (board elections, budget approval): Include them in the pre-meeting ballot since they won’t change
  • For potentially amendable items (bylaw changes): Either hold these for a meeting-day vote only, or include the proposed version in the pre-meeting ballot with a note that the meeting may consider amendments
  • If an amendment passes during the meeting: You may need a separate follow-up vote. Create a new election in ElectionChamp — it takes about 5 minutes to set up
  • For entirely new motions: These can be voted on during the meeting using real-time voting, or tabled for a subsequent online vote

In-Person Meetings

  • Display the ballot link and a QR code on a large screen or projector
  • Print the QR code on table cards or in the meeting program
  • Have volunteers with tablets available to help members vote
  • Bring printed Manual Keys for members who can’t use their phones

Virtual Meetings (Zoom, Teams, etc.)

  • Share the voting link in the chat at the appropriate moment
  • Display the link on a shared screen during the voting segment
  • Send the link via email simultaneously for members who have trouble copying from chat
  • Allow a timed voting window (5-10 minutes) during the meeting for each ballot item

Hybrid Meetings

  • Combine both approaches: physical QR codes for in-person attendees, chat links for virtual attendees
  • Use the ElectionChamp dashboard on the big screen to show participation growing in real time

Post-AGM: Communicating Results

  • Send results to all members (not just meeting attendees) within 24 hours using ElectionChamp’s one-click results distribution
  • Include the participation rate — it demonstrates the legitimacy of outcomes
  • Post results on your website alongside the meeting minutes
  • Archive the full results CSV and audit trail with your AGM records
  • For items that passed, communicate the implementation timeline
